It will be our Club Christmas Party and also our election meeting.  Our meetings are held at the Church of the Living God located at 5770 Concord Road in Beaumont, Texas.  The Church of the Living God is located directly behind the Target Store on the Eastex Freeway in Beaumont.  As always the dinner portion of our meeting tries to start at 7:00 P.M. with the business portion of the meeting starting at 7:30 P.M.&lt;br /&gt;&lt;br /&gt;If you wish to participate in the gift exchange, please bring a wrapped gift in the amount of approximately $10.00. Are the making the decisions we thought they would? Are the fulfilling the agenda they promissed? &lt;br /&gt;&lt;br /&gt;Activism for animal rights doesn&#039;t end at the ballot box. It&#039;s a process that we should all should take part steadily, over a long period of time. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;An Action Alert is a call to activity&lt;/strong&gt;, a request for a unified voice to our political leadership. &lt;br /&gt;&lt;br /&gt;As a group of bird loving individuals, we don&#039;t have to agree on the Iraqi war, what&#039;s going on in Bosnia, or North Korea.&lt;br /&gt;&lt;br /&gt;But I bet we can agree that smuggling drugged and endangered birds into America to be sold at high prices it too high a price to pay for our common love. Do you think that destroying whole rain forests overseas is too high a price to pay for cheaper oil or lumber?       <description>&lt;p&gt;My letter to Kay Bailey Hutchison and John Cornyn:&lt;br /&gt;&lt;br /&gt;As your constituent, I urge you to oppose SB1139/HB2669.Â  &lt;/p&gt;&lt;p&gt;PAWS would require regulation of all bird breeders who sell any bird directly to a member of the public. Birds are included under PAWS due to the result of the passage of the Helms Amendment (2002) to the Animal Welfare Act, (AWA). This amendment excluded birds used for research from regulation under the AWA, but did not exclude birds for sale as pets. &lt;/p&gt;&lt;p&gt;The legislative intent of the Animal Welfare Act was to regulate commercial pet animal breeders who use middlemen to distribute the animals, not to insert the federal government into the regulation of retail sellers and small-scale animal breeders. PAWS expands regulation on breeders of pet animals to those who sell directly to the public, whether they are hobbyists trying to improve and maintain breeds, or small businesses operating out of private homes. The federal government has an important role to play in regulating large scale wholesale breeders, which, according to the USDA, is the high risk area. If passed as written, PAWS will revise the federal Animal Welfare Act by adding &lt;br /&gt;home breeders as planned targets of regulation and inspection, a U-turn from the AWA&amp;rsquo;s original intent to require licensing and inspection only of wholesale &lt;br /&gt;breeders, dealers, and transporters. &lt;/p&gt;&lt;p&gt;The stated intent of the bill is to amend the Animal Welfare Act to strengthen the ability of the Secretary of Agriculture to regulate the pet industry. However, &lt;br /&gt;because it reclassifies many home breeders as dealers, PAWS requires many small-scale breeders raising animals in their homes to be inspected and licensed by the &lt;br /&gt;USDA. Many hobby and show dog organizations oppose PAWS because they believe that the bill is detrimental to dog breeders. Cat fanciers say that PAWS &lt;br /&gt;would create serious problems for most cat breeders who have in-home facilities. Home breeders of other pet species also worry that language in the bill will affect &lt;br /&gt;them as well. &lt;/p&gt;&lt;p&gt;PAWS defines a dealer as someone who, during any calendar year, sells more than 25 dogs or cats at wholesale or to the public or whelps more than 6 litters of &lt;br /&gt;dogs or cats, and requires them to be federally licensed and inspected. Breeders and sellers are exempt if they sell fewer than 26 dogs and cats, whelp fewer than &lt;br /&gt;seven litters and sell only animals bred and raised on their premises, or receive a gross income less than $500 from other animal sales. &lt;/p&gt;&lt;p&gt;Codifying language that defines home breeders as dealers is contrary to the original purpose of the AWA and will burden USDA with additional expenses in a time &lt;br /&gt;when budgets are tight.       <description>&lt;p&gt;AMERICAN FEDERATION OF AVICULTURE&lt;br /&gt;PAWS Update&lt;/p&gt;&lt;p&gt;The proposed Pet Animal Welfare Statute of 2005 (PAWS) legislation is a matter of concern to the American Federation of Aviculture and its members.&lt;/p&gt;&lt;p&gt;There is language in PAWS that is disturbing and could have consequences to aviculture.&lt;/p&gt;&lt;p&gt;AFA is investigating the Congressional intent of the language to see if opportunities exist to revise the language to reflect the true intent of the bill&#039;s sponsors.&lt;/p&gt;&lt;p&gt;In the absence of an AFA Legislative Vice President at this time, we have solicited Gary Lilienthal (AFA General Counsel) to inquire into the matter. Mr. Lilienthal &lt;br /&gt;has agreed to do so and will report back as soon as possible recommending a course of action.
